Subject:  Lake Johanna Improvement Society Information Bulletin #26

The Minnesota Department of Natural Resources (DNR) will host a public meeting on its "Draft Lake Vegetation Management Plan for Lake Johanna" on Thursday evening, January 23, 2014, from 6:30-8:00pm in the Fellowship Hall at Johanna Shores Presbyterian Homes, 3220 Lake Johanna Blvd, (use the north Care Center entrance between the old and new buildings).

The Draft Plan (8 pages) can be downloaded as a PDF at  Historic Lake Johanna treatment practices were grandfathered under a statute that allowed for their continued implementation through 2013.  Beginning in 2014, the statute requires that all remaining grandfathered lakes comply with new treatment limits established in a lake-specific DNR plan.

The DNR Draft Plan proposes a reduction in the amount of lakeshore treated by lessening the distance outward from shore from 145 feet to 100 feet.  The Plan would also limit the lakeshore frontage treated for each property to 100 feet, or half the frontage, whichever is less.  These limitations would be imposed at the same time that the DNR has raised our Association group permit fee from $750 to $2,500.

The Board submitted comments to DNR on a preliminary draft of the Plan in mid-December.  Those comments (5 pages) can be downloaded as a PDF at with the DNR responses shown in red.

Members are encouraged to read the two relatively short documents, attend the meeting, and express your views.  It's our last chance as an Association, and as individual lakeshore owners, to try and influence the outcome of this DNR effort to further limit treatment of vegetation that can adversely affect recreational use of Lake Johanna.
